This is not a standalone app, you need to download latest amazing GO Weather v1.6.2 (or above) in order to apply this theme .

After install GO Weather, you may apply this theme in GO Weather's "Settings->Live Wallpaper ->Wallpaper theme". And then Add the GO Weather Live Wallpaper to screen.
