Wol Panel Connectivity app for Android description
Wol Panel is a small, no-frills Wake-on-LAN client. Keep a list of the machines on your network and wake any of them with one tap.
Features:

Everything happens on your local network. The app talks to nothing but the devices you enter yourself: no analytics, no tracking, no ads, no remote server.
To add a device you need its MAC address, its host or IP for the status check, the broadcast address of your subnet, the Wake-on-LAN port (usually 9), and a TCP port that is open when the machine is up (22, 80 and 3389 all work well).
Wake-on-LAN must be enabled in the target machines BIOS/UEFI and network adapter settings, and the phone must be on the same subnet.
