Pomodorot is a timer app which can be used to set 20 minute breaks where you move away from your computer or also can be used as a pomodoro timer.
Currently its screen blocking capabilities is only available in desktops, but plan to add it as a setting for android.
If you want an app which pauses or doesn't count down when not open directly on the screen (not in background), then this could work for you.
